(1) The department will issue a special passport to the following officials who are nominated by the Government of Nepal and are going on a foreign tour in connection with official work or study or study tour or training, if written from the relevant constitutional body or ministry or secretariat or court or office:-< /p>

(a) Civil Service, Nepal Health Service, Legislature-Parliament Service, Nepal Army, Nepal Police, Armed Police and Special Services, except for officials who have diplomatic passports according to Rule 12 Officer,

(b) District Court Judge,

(c) Deputy Chairman of District Development Committee or the deputy head of the metropolitan city or the head of the sub-metropolitan city and municipality,

(d) Deputy Governor of Nepal Rashtra Bank,
